Message to Garcia (Implementation Enhanced Edition) 

When the American-Spanish War broke out, the United States must immediately contact the Spanish rebel leader Garcia. Garcia was in the mountains of the Cuban jungle. No one knew the exact location and could not send him a letter. The president of the United States must get his cooperation as soon as possible. Someone said to the president, "there is a man named Rowan who can find Garcia, and only he can". They found Roben and gave him a letter wrote to Garcia. How the "man named Roben" took the letter, put it in an oilcloth bag, sealed it, hung it on his chest, rowed a boat, landed in Cuba one night four days later, disappeared in the jungle, and then three weeks later, came out from the other side of the island of Cuba, walked through a dangerous country, and handed the letter to Garcia – These details are not the key points. The point is: President Mc Kinley gave Roben a letter to Garcia, and Roben took the letter without asking, "where is he?"
