It examines the institutional framework and changes in crucial policy areas, and argues that a fragmented vertical power structure involving the three bureaucracies of Party, ministries and the city and regional soviets was unproductive. It shows how group interests moulded and adapted policies and how the Party s initiative in centralizing policy was thwarted. It also outlines the significance of the industrial base in determining local budgets and the provision of amenities, as opposed to overtly political factors.
