This case book exposes a selection of cases from Indian Public Administration situations for imparting next to life training and learning situations for practitioners. A constraint of the Indian system of training for prospective pubic managers in the Civil Service context has been inadequate exposure to life situations or ‘public administration in action’. Public administration draws a lot on Law, particularly Constitutional Law and its administrative compliment. Disciplines like Economics, Management and Ethics embellish its vivid landscape. These case studies call for sound understanding of all these elements in a day’s work’. Together these case studies anging from subjects as diverse a S bar dancing to water pollution control may be deceptively simple. They however hide legal, economic, managerial and deeply ethical complexities which come out only through thread bare discussions on the floor of the class room. Used in several batches of trainees who opt for IAS and IPS during their professional course, they served their purpose well – to provide ‘life material’ challenging theory and developing new ‘praxis’ for both the practitioner and trainer.
