Victor Graça dos Santos nasceu em São Tomé em 18 de Agosto de 1975. Licenciou-se em Organização e Gestão de Empresas (OGE) no IUCAI, é empresário, membro da Ordem dos Técnicos Oficiais de Contas e Auditores de São Tomé e Príncipe (OTOCA) e membro da União Literária e Artística Juvenil (ULAJ). Com longa trajetória no associativismo, deu o seu contributo com outros jovens criando a Jovens Luz Verde (JLV), ONG ambientalista, Federação das Associações Centro e Clubes Unesco de São Tomé e Príncipe (FACCUSTP), Associação Santomense de Energias Renováveis (AENER), exercendo funções como Diretor-Presidente. É membro fundador da Federação de Organizações Não Governamentais em São Tomé e Príncipe (FONG-STP) e, em 2019, criou a Associação Santomense de Promoção Empresarial (ASPRE).
