Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. Black as Feudalism was, yet the coming of it was inevitable. What else than Feudalism could have fol lowed upon the breakdown of that great centralized governmental machine known as the Roman Empire? Not so, however, with the Iron Heel. In the orderly procedure of social evolution there was no place for it. It was not necessary, and it was not inevitable. It must always remain the great curiosity of history a whim, a fantasy, an apparition, a thing unexpected and undreamed; and it should serve as a warning to those rash political theorists of to-day who speak with cer titude of social processes.
