Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. For certain reasons the manuscript was not published at the time, and since then my attention has been taken up with other work. But now, following advice which has been tendered me, I have decided to publish it, without Changing anything except a few unimportant details.
