District 13 did not really exist. There was a revolt and a new leader. The curtain of a revolution was slowly opened. Katniss was designed to escape from the nightmarish arena. She”s a participant in the resistance movement, which was also designed. However, she didn”t know about it. District 13 came out of hiding and planned to overthrow the ruling of Capitol. Everyone seemed to have been involved in the carefully planned operation and only Kate nice didn”t know it.
