William Moomaw is professor of international environmental policyat the Fletcher School of Law and Diplomacy at Tufts Universitywhere he directs the International Environmental and Resource Program. He is also director of the Global Development and Environment Institute at Tufts. Kevin Gallagher is a research associate at the Global Developmentand Environment Institute at Tufts University.
