Francisco Herrera nació en San Carlos, Chile, en 1966. Es doctor en Filosofía Política de la Universidad de Chile y profesor del Departamento de Filosofía de esa misma casa de estudios desde el año 1991. Ha dirigido una treintena de tesis de pregrado, especializándose en temas de neoliberalismo y educación, así como también en colonialidad/modernidad.
