This book, from the angle interaction between local officials and the system, discusses behavior characteristics of local officials as a group—-how they are shaped by the system, and how they in turn affect the operation of system. Articles in the book can be divided into two categories in subject: to discuss how the existing system, from the angle of current system, influences the behavior of local officials; and to analyze how local officials deal with incentives and constraints of the system, from the angle of local officials, both about the interactive relationship between local officials and system.
