Jeremy Bentham (1748-1832) gilt als Begründer des klassischen Utilitarismus, Sozialreformer und Vordenker des modernen Wohlfahrtsstaats. Seiner Zeit weit voraus forderte er allgemeine Wahlen, das Frauenstimmrecht, die Abschaffung der Todesstrafe, Tierrechte, die Legalisierung der Homosexualität und die Pressefreiheit. Der Antimonarchist Bentham ist aber auch bekannt für seine scharfe Kritik an der französischen Menschenrechtserklärung, seinen radikalen Atheismus, sein Eintreten für Wucherzinsen und seine Argumente für den legitimen Einsatz der Folter.
