KENNETH J. SALTMAN, Ph D, is Professor of Educational Leadership and Policy Studies at the University of Massachusetts Dartmouth. His research examines education, politics, and culture.

ALEXANDER J. MEANS, Ph D, is Assistant Professor in the Department of Educational Foundations, University of Hawai’i at Manoa. His research examines educational policy and governance in relation to political economy, urbanization, social inequality, and democracy.
